Municipal Government Grant Management SoftwareIn moments of unexpected crises or sudden opportunities, community organizations need to respond swiftly and effectively. The San Francisco Foundation’s Rapid Response Fund (RRF) offers crucial, time-sensitive funding to nonprofits and community leaders addressing urgent challenges related to racial and economic inequities. By focusing on empowering marginalized communities in the Bay Area, this fund provides organizations with the resources they need to create immediate, lasting impact.

What Is the Rapid Response Fund?

The Rapid Response Fund (RRF) is a special grant initiative established by the San Francisco Foundation (SFF) to support organizations responding to unanticipated events or crises that disproportionately affect marginalized communities. With grants ranging from $3,000 to $20,000, the RRF is designed to help organizations implement strategic projects that can have an immediate positive impact, particularly in response to catalyzing events.

The fund prioritizes projects that focus on advancing racial and economic equity, emphasizing movement-building, community empowerment, and direct action that addresses the specific needs of people of color and economically disadvantaged groups in the Bay Area.

Key Objectives of the Rapid Response Fund

  1. Timely and Urgent Action: The fund is designed for organizations responding to urgent external challenges or unforeseen events that affect marginalized communities.
  2. Immediate Community Impact: Projects funded by the RRF must have a strategic plan, clear goals, and a short timeline that demonstrates immediate positive outcomes for the community.
  3. Racial and Economic Equity Focus: Projects must specifically address racial and/or economic inequities, providing targeted solutions to the unique challenges faced by marginalized groups.
  4. Movement and Power Building: The RRF supports projects that amplify the voices and power of people of color, low-income residents, immigrants, refugees, and other vulnerable groups.
  5. Representative Leadership: The fund prioritizes projects led by individuals and communities most affected by the racial and economic inequities being addressed, ensuring that the leadership reflects the lived experiences of the populations served.

Eligibility Criteria for the Rapid Response Fund

The San Francisco Foundation has set specific eligibility requirements to ensure that the Rapid Response Fund reaches organizations and projects with the most urgent needs. These include:

  • Geography: Projects must serve residents in one or more of the following Bay Area counties: Alameda, Contra Costa, Marin, San Francisco, or San Mateo.
  • Tax-Exempt Status: Eligible organizations must have IRS 501(c)(3) tax-exempt status or be fiscally sponsored by another nonprofit entity. While 501(c)(4) organizations can apply, they must submit additional lobbying documentation. The foundation does not provide grants to individuals.
  • Focus on Urgent Needs: Projects must demonstrate a timely and urgent need, responding to unanticipated events or challenges that require immediate action.
  • Racial and Economic Equity: The proposed project should have a clear focus on addressing racial and/or economic inequities and demonstrate how it serves marginalized communities.
  • Movement Building: Priority is given to projects that aim to build the voice and power of communities of color or other underrepresented groups.
  • Representative Leadership: Projects must be led by those most affected by the racial and economic disparities the project aims to address. This includes communities of color, immigrants, refugees, low-income residents, LGBTQ individuals, formerly incarcerated individuals, and more.

Funding Priorities and Restrictions

In addition to the core eligibility criteria, the Rapid Response Fund prioritizes certain types of organizations and projects that align closely with the fund’s mission of advancing equity and driving immediate change:

Priority Is Given To:

  • Small Organizations: Special consideration is given to organizations with budgets under $500,000, as well as grassroots efforts, faith-based groups, and fiscally sponsored projects.
  • Collaborative Projects: Projects that partner with local organizations and community leaders doing complementary work are prioritized, ensuring broader impact.
  • Movement and Direct Action Support: The fund prioritizes initiatives that support actions, protests, or other movement-building strategies that empower marginalized communities.

The Fund Does Not Support:

  • Nonprofit general operating support
  • Ongoing program support or long-term campaigns
  • Capital improvements
  • Budget shortfalls or fundraising events
  • Internal organizational emergencies (such as loss of an executive director or office vandalism)

Grant Size, Duration, and Application Process

The Rapid Response Fund provides one-time grants of $3,000 to $20,000 for discrete projects that can be completed within six months of receiving the grant. This ensures that projects can quickly take shape and have an immediate impact on the communities they serve.

Grant Application Process

The application process for the Rapid Response Fund is designed to be straightforward and responsive to the urgency of the projects it supports. Here’s how to apply:

  1. Submit an Inquiry: Interested organizations must first submit an inquiry through the Rapid Response Fund Inquiry Form. This initial step provides basic information about the proposed project and its alignment with the fund’s goals.
  2. Review by SFF Staff: The San Francisco Foundation staff will review the inquiry and determine whether the project aligns with the priorities of the fund. Organizations whose projects are a good fit will be invited to submit a full application.
  3. Complete a Full Application: The full application will request the following information:
    • Project name and timeline, including start and end dates
    • Total budget, including the amount requested from the foundation
    • The specific needs the project will address and how they were identified
    • How the project will improve the organization’s ability to respond to the crisis
    • A clear plan of action with deliverables and milestones
    • A detailed project budget, including any other funding sources

Applications are reviewed by the foundation’s Board of Directors, and approved grants are typically processed within 30 days of receipt.
